A high PR link building service sells links from strong, trusted websites, and my verdict puts Goldie Agency first, which is my own agency.

That's my bias, and I'm stating it in the first line so you can judge the rest of this review fairly.

The bigger point is that "PR" no longer has a public number behind it, because Google retired its public Toolbar PageRank score in 2016.

So this verdict ranks eight providers and gives you a reference guide to the metrics that replaced PR: Domain Rating, Domain Authority, organic traffic and relevance.

If you want my team's view of your own site, book a free SEO strategy session and we'll show you the links worth chasing.

Here's the full ranking, with my own agency at number one and the authority standard each provider states on its own site.

Rank Service Stated authority standard Mentions real traffic Best for
1 Goldie Agency (mine) Relevant sites with real traffic and authority, every placement checked for relevance, authority and safety Yes Businesses that want links and strategy from one team
2 uSERP High-authority sites only, no spammy lists or PBNs Yes, organic traffic relative to niche SaaS, fintech and health brands
3 Editorial.Link Every placement on a DR 60+ site, average DR 67 Not in the FAQ I read Buyers who want a DR floor
4 Page One Power Manual outreach to vetted publishers, no networks or PBNs Not stated on the homepage Established brands
5 Linkifi Stories pitched directly to journalists at large publications Reach of host publications Press-style coverage
6 Fractl Data journalism, digital PR and expert quotes Not stated on the homepage Brands with data to share
7 Siege Media Digital PR inside a full-service GEO offer Not stated on the homepage Content-led brands
8 Authority Builders Vetted publishers, where you choose the metrics Yes, real sites with real traffic SEOs who set thresholds

The Verdict In 30 Seconds

Goldie Agency is my number one, because its process starts with relevant sites that have real traffic and ends with every live link reported.

uSERP is the strongest third-party pick for big-brand placements, because it says it judges quality on organic traffic as well as authority.

Editorial.Link is the pick if you want a written DR floor, because every placement sits on a DR 60+ site according to its FAQ.

I read every provider's own website on 27 October 2026, and I haven't hired the third-party providers, so this verdict covers what each one states publicly.

What Happened To PageRank: The Reference Timeline

You need this history to understand why "high PR" is such a slippery phrase.

Stage What happened
Google's launch PageRank was one of Google's core ranking systems when Google first launched, according to Google's own ranking systems guide.
The toolbar era Google showed a public PageRank score from 0 to 10 in its toolbar, and link sellers priced links by that number.
2016 Google confirmed, in a statement reported by Search Engine Land, that it was removing Toolbar PageRank while still using PageRank internally.
Today Google's ranking systems guide says PageRank has evolved a lot and continues to be part of its core ranking systems.

The system survived, but the public score did not.

That means any "Google PR" number you see on a seller's price list today is not a number Google publishes.

PageRank vs DR vs DA vs Traffic: The Metrics Compared

This is the reference table I'd keep open whenever a provider sends me a list of "high PR" sites.

Metric Owner Scale What it estimates Is it a Google metric?
Toolbar PageRank Google 0 to 10 A page's link-based importance, as shown publicly until 2016 It was, but it's retired
Domain Rating (DR) Ahrefs A 100-point scale The strength of a site's backlink profile compared with other sites in Ahrefs' database No
URL Rating (UR) Ahrefs Page level The strength of a single URL's backlink profile, as the name suggests No
Domain Authority (DA) Moz 1 to 100 How likely a site is to rank compared with competitors No, and Moz says it isn't a direct ranking factor
Organic traffic Estimated by SEO tools Visits How much search traffic a site likely receives No, it's an estimate

Ahrefs' own help page says DR correlates with Google rankings, though not as well as its URL Rating, and suggests using DR to select websites to build links from.

Moz's own page says Domain Authority isn't a direct ranking factor used by Google.

My verdict is that DR and DA are good filters and bad verdicts, so traffic and relevance should always get the final say.

How I Ranked Each High PR Link Building Service

These are the criteria behind the ranking.

Criterion What I looked for
Authority standard A clear statement of the kind of sites the provider targets.
Traffic and relevance Whether the provider says it judges sites on real traffic and topic fit, not just DR.
Earned placements Manual outreach, digital PR or journalist pitching rather than networks.
No PBNs A plain statement that private blog networks are off the table.
Transparency Whether you can see sites and results before you commit.

I ranked Goldie Agency first because I know how the work is done, and you should weigh that as my bias.

The order of the other seven reflects how much each homepage tells a buyer about these criteria, and it isn't a judgement on the quality of their work.

Feature By Feature: What To Demand From Any High PR Provider

Relevance Sites that cover your topic and audience Sites that publish anything for anyone
Outbound links A modest number of editorial outbound links Pages stuffed with unrelated links
Link marking Paid placements marked with rel="sponsored" Silence when you ask whether a link is paid

Google's Link Spam Policy, Explained Honestly

A high DR doesn't change Google's rules.

Google's spam policies define link spam as creating links to or from a site primarily to manipulate search rankings.

That includes buying or selling links for ranking purposes and using automated programs or services to create links.

Google says paid links for advertising and sponsorship are fine as long as they carry rel="nofollow" or rel="sponsored".

Its guide to qualifying outbound links says advertisements and paid placements should be marked with rel="sponsored".

So paying for research, outreach, content and digital PR is normal, while paying purely for a link that passes ranking credit is what Google calls link spam.

Red Flags That Fail My Review Instantly

Red flag Why it fails
A "Google PR" score on a price list Google stopped publishing that score in 2016.
A guaranteed ranking Nobody controls Google's rankings.
Hundreds of high-DR links for a tiny fee That pattern usually means automated or low-quality placements.
No site names before or after placement You can't judge work you aren't allowed to see.
"Fully automated" link creation Google lists automated link creation as link spam.

DR Results Published On The Goldie Agency Site

Several case studies on goldie.agency track DR, which is a third-party Ahrefs metric rather than a Google one.

  • The site says Prialto doubled its traffic and gained 4 DR between April 2024 and July 2025 through steady link building and monthly publishing.
  • The site says Databloo grew traffic by 1,000+ and increased its DR by 5 between November 2024 and June 2025.
  • The site says JJESIM increased its DR by 6 and grew traffic by 1,800% between June and September 2025.

These are past results for specific sites, and they don't promise what will happen on yours.

Final Verdict

The best high PR link building service judges sites on traffic and relevance first and treats DR or DA as a filter, never a promise.

My own agency is first on this list, and I've told you where the bias sits.

uSERP and Editorial.Link are the two third-party providers I'd call first for high-authority placements.

FAQ: High PR Link Building Service

Is PageRank still a public metric?

No, Google removed the public Toolbar PageRank score in 2016.

Google's ranking systems guide says PageRank itself is still part of its core ranking systems.

What is the difference between DR and DA?

DR is an Ahrefs metric for the strength of a site's backlink profile, and DA is a Moz score that predicts how likely a site is to rank.

Both are third-party estimates rather than Google metrics.

Which high PR link building service ranks first?

I rank my own agency, Goldie Agency, first, and I've disclosed that bias.

The other seven are uSERP, Editorial.Link, Page One Power, Linkifi, Fractl, Siege Media and Authority Builders.

Is a high DR link always a good link?

No, because a high DR site can have little traffic, no relevance or lots of outbound links.

Judge traffic, relevance and editorial quality before you accept a placement.

Do paid high-authority links break Google's rules?

Google treats links bought for ranking purposes as link spam.

Paid placements for advertising are allowed when they carry rel="sponsored" or rel="nofollow".
